Right Click INSTALL is missing

I have tried everything that has been suggested in other forums to Restore to Right Click install option. In setup Information, (folder options) Everything is correct as are the Registry settings. The ONLY WAY I can even SEE the Install option is if I Click on the QUICK LAUNCH and move a .inf file there. I have also tried Restore Associations with TweakUI,still no go. Any other suggestions greatly appreciated. JR
