Ring Central Fax

I am having great difficulty in activating my Ring Central Fax. The version is 4.40.120 Compaq Build. It appears to be working, in that it sets up properly when I log on. However, it won’t send a fax nor receive one. When sending, it constantly says” The Line Is Busy”. When receiving, nothing happens. What’s wrong?
