Run time errors

I have a Pentium3 450mhz 128mb ram computer with WIN98SE installed. When I come to tech republic and click to accept or not accept answers to my questions I get a run time error. I’m asked whether I want to fix it, I said yes and it brought up this screen to do it with that I do not understand. Can anyone tell me what to do about this?
