Scaleability of Rules-based software

Hello. I am not a technology expert; however from the limited research I have done, I have been told that rules-based programmed software is not scaleable to large entreprise usage. The program apprarently becomes unstable during peak usage. Anyhow Why or Why not is this true?
If it is true – what criteria should I typically look for in reliable software? Thanks again!
