Scan Disk on Win98 SE doesn not work

Hi, every time I try to use scandisk I get the message that “scandisk has statarted 10 times and maybe windows or another program is running”. If I have a program runing in the background I close it, but I have been unsuccsseful trying to scan my hard drive. Has anyone run into this problem, any suggestions.
