Scandisk has restarted 10 times.

Hi all, I have had this annoying problem with 2 diferent systems 1 with Windows 98_SE, and 1 with Windows ME, we cant run Scandisk (thourough) or Defrag . I Keep getting “Scandisk has restarted 10 times” Even if we do it after restarting the computer in Safe Mode where there is nothing else running but explorer, has anyone else encountered this problem? How do i fix it ( besides Formating and reloading Windows, i have run System File Checker & Scan Registry Files in Win 98_SE and Scan Registry in win ME ( Win Me Does not have System File Checker)
