Scandisk run each time I but Win98

Do you have an idea how I can fix my harddrive so it doesn’t run scandisk everytime I boot up?

I have run a through scan and with Autofix check and again not checked. I have also used Norton’s Utility to identify and mark any bad sectors but theproblem continues. Do you think I need to replace my hard drive?
