scandisk won’t complete

I can’t start windows98 on my pc. It runs Scandisk & gets stuck at 49%. It started running Scandisk every time I booted even after having shut down gracefully about 2 months ago.

I can boot off a floppy, but when I go to C: and try to start Windows I get stuck in Scandisk again. Ideas?
