scandisk&disk defragmenter

lately I’m having this problem, when I want to run scandisk or disk defragmenter a message pops that the scandisk has started 10 times,and there is another program running, but I already made sure that all programes are shut even the internet connection just in case it effects the program. The same with defragment, it reaches to %1 and then starts over and over again, could somebody advice me? Thank you
