Securing CD published with Frontpage

We would like to publish our Intranet (which has been constructed with Microsoft Frontpage) onto a CD. However, the CD needs to be secure so that it cannot be accessed if it falls into the wrong hands (ie our competitors).
I would be grateful for any ideas?
A suggestion has been to put the whole lot into a folder then password seal the folder. Does anyone know how this could be carried out and if it would be secure enough?
