security tab in Internet Explorer 5.5

How do I restore a missing security tab in Internet Explorer 5.5?
The missing tab is the result of a security policy that was intended to
disable access to web sites that use active X. The tab was apparently
removed during an upgrade from my organization’s server. I disconnected the
machine from the network with the intent of using it with a modem and an
ISP. While the machine was off the network I reinstalled Internet Explorer
(on top of the existing version), but the security tab didnot reappear.
Apparently there is something persistent in the registry or some other file
that will not allow the security tab to be restored, even with a
reinstallation. I attempted to get around this by uninstalling Internet
Explorer and reinstalling it, but the uninstall feature in the control panel
will not work with Internet Explorer. How can I restore the security tab so
I can change my internet security options?
