Service Vectors?

When I shut down my pc, it beeps like it’s booting back up, and then displays the error “Unable to load service vectors. Press any key to continue…” Eventually, it shuts itself down.

I have tried going in and restoring the registry and it told me “system restore failed.” Then later when I shut it down it said “Not enough space for environment” instead of the vector message. Now the vector message has returned.

What does this mean? What else can I try? Does this mean I have a hardware problem?
