Shut Down/Restart in MS Dos Problems

Running Windows 98. Click Start – Shutdown.
Select Restart. No Problem. If Shutdown is selected, No Message that it is Ok to Turn off Computer, but the system does shut down. Also if Restart in MS Dos Mode is selected,
the system shuts down. Help!!!
