Shutdown always “restarts”

I recently installed an ieee 1394 card. The card installed correct and operates properly. However, when the user selects “shutdown” the computer “restarts” just as would happen if they selected “restart”. I have the user turning off power during the brief moment they see “It OK to turn off the computer” (whatever…the standard Windows message). My concern is that this could cause problems long-term, giving that they are turning off power most likely after the computer is starting up again. Any solutions?
