Shutting Off the PC

The HP Vectra VL8 systems we ordered for a MAC to NT migration had the ability to shutoff the PC after selecting Start, Shut Down, Shut down the PC.

But now a message comes up saying it is safe to shut down the computer, and displays a button which says “restart”.

Now I’ve installed SP5 but I think that’s all I’ve done. Please help.
