Slow Downloading

I am using Win98 and IE6, when opening any new site the page appears and then it is 40 seconds til it is navigable. Once inside the site pages are usable at normal speeds, I am on ADSL. This has only been occouring for the last 2 weeks. I have deleted IE nad reinstalled it, no improvement. The only thing I can remember doing before this happened was downloding a service pack for IE5.5 which I was using at the time.
Does anyone have any suggestions short of reinstalling Win98.
