Slow machine

We have a machine with 166 MHz, 128 MB RAM, and 3.0 GB Hard drive with 1.0 GB being used. It has slow response times and low system percentage availability. We are running Windows 98 on the machine and would like some feedback as to why the machine could be running so slow.
