Slow response when opening My Computer

What is causing the slow response time when opening My Computer, or refreshing the window displaying the drives?
The PC is not connected to a network and no networking is configured, but anytime you have to access the drives, (even when searching for a file while in an application), it takes up to 20 secs to display. It appears as though the system is hung up. Very annoying!
