Slow Speed while scanning

Slow Speed
I work with a company that uses HP scanners(5200c,5300c and 6300c). In a day we scan about 50-60 mandates(customer pictures and signatures). Of recent I have noticed a terribly slow speed while scanning .It could take as much as 20-30mins to initialize and scan one mandate. We run Win95 and 98. What do u think is the problem and what solution do u advise?
