Slow Windows NT Explorer Launch

Why does Windows NT Explorer take a long time to launch? Some days launching NT Explorer is fast and other days there is a significant delay. Is this delay all related to network performance? Are there any configuration changes that can be incorporated on the local workstation to speed up the launch of NT Explorer? Thank you.
