Software shutdown

Hi there i a question about windows shutdown
some time I have the problem with systems is doesn’t shutdown from windows 95/98 or ME
i have shutdown patch download from Microsoft
and i installed, but still doesn’t help at all. if you guy have any idea, pls let me know thanks so much.
