Sound Stutters and no Conflicts

I installed an Opti930 Sound Card on a Win95 OSR2 system. The Midi plyback is fine. But when you play a wave file with Sound Recorder or Winamp it stutters and plays interminably. For exmple the Windows Start -Up Sound never stops. The only way to stop it is to play a wave file with Sound Recorder and stop the playback. That stops any other sound that may be playing. There are no system conflicts such as IRQ or DMA or I/O Range.
