START UP GET Black Screen DOS AND Wind 9

When Start up me computer Windows 98 with cpu 133mhz it goes to a Black check Screen.
It check hd. Everything is check ok.
But it just Hangs up there where the cursor is flashing.

1) Put another HD on which works fine on my other system.
But the same it just Hangs up there where the cursor is flashing.

There is no Beeps. I took the HD and put on
another PC & it booted up fine, also keyboard and mouse are working Fine.
I BOOT UP WITH BOOT DISK BUT SAME just Hangs up there where the cursor is flashing.

Can you help with details.
how to fix it.
