Sticky Keys on W2K

On a W2K Pro system one of my users was futzing and now the sticky keys are turned on only when they first log in (it does not matter who you are logging in as admin or user) … I know where the sticky key settings are — and I’ve turned them off for the user + admin (both group and network). Once you are logged in, the sticky keys go away.
But where do I turn it off before you are even logging in?
