Stuck on setup

I just purchased a hard drive replacement and when I try to install Windows 98, setup freezes on a screen that says, “setup is installing files required…..”. The computer finds the hard drive during power up and when I fdisk or scandisk from the 98 boot disk, but it will not install Windows. If anyone can help me, it will be greatly appreciated.
