system configuration utility

i recently encountered a problem on a windows millineum machine, the system configuration utility or(msconfig)will not open on this machine i have tried accessing it from start, run, msconfig. from find, msconfig and then double clicking on the application. and by going to the system information, tools, system configuration utility. none of these will open it up. anyone have any answers?
