System/display freeze

I have put together a system:
Gigabyte GA-5AX motherboard
AMD K6-2 500 MHZ processor
1.2GB Quantum Fireball Series 3.5 Hard drive
128 MB SDRAM
Jaton Video-81 Pro AGP display card

At startup there was no display and I received the ‘one long and three short beeps’ code. I put in a Jaton PCI display card and the system booted up, yet it will not run nor install Windows.

It always freezes. How do I correct this?
