system registry

one of the PC faced this error message:
Windows encountered an error accessing the system registry. Windows will restart and repair the system registry for you.

I format the hardsik and reinstall the Windows 98 SE, the problems still come out,I format twice and reinstall again, the a[rob also the same.

Did you have any idea how to solve it?
