System rescources running low

Hi, I have a Super Galaxy SP- 586TB main board with C:/ = 4.2GB running Win98SE ( less than 900 Mb used ,D:/ =3.1 GB 322 Mb used, 160 Mb SDRam when starting the system up ( cold boot)with antivirus running Windows report System rescources @92% after being on the internet for 1.5 hours and several browser windows open and shut , windows report system rescources @ 51%, but the system seems to be running ok , a little slow but not that much, my system clock loses time ( new battery) could Windows be reporting incorectly or could it be something more devestating?
this is realy starting to bug me any soultion to this would be greatly appreciated.
