System reserves IRQ 5

I have an emulation card I’m trying to install in a PC running Windows 98. The card can only use IRQ 1-5. 1-4 are taken so I must use IRQ 5. When i look at control panel, system devices and view resources, IRQ 5 says “system reserved”. How can I”unreserve”? If I remove this from reserved resources, it seems to remove IRQ 5 altogther.
