System Resources

I have a PC running Win98 SE with 328 Mg Ram and a 30gig hard drive. The processor speed is 400mghz. Problem: the system on boot up shows 53% of the resources available. and runs dog slow. What could cause the system the bog down with no apps open? Is there a utilility or fix for this type problem?
