Terminal Server Boot Up

I have MSNT Terminal Server with Citrix Metaframe on it. During the boot up process the TS will not boot back up, it never gives the log on screen. It acts as if it is looking for something. I have tried unplugging it from the network and that doesn’t make a differance.
What could be the problem?
