text area problems

Hi
I have a problem in textarea tag.
I try to retreiv a text file content in a textarea tag to edit it, and every time I view it I find that “
” tag and other html tags appear in the content of the textarea tag , problem how is to view this file without these tags appearing between text that will confuse the user?
