Too many error when downloading

I try to download winzip or ect from the net and it always comes back with this:
winzip self-extractor header corrupt or bad
disk or file transfer error or unable to understand zip file format or invalid integration of files ?? Plus it won’t let me
defrag or clean disk it will start and run
for few seconds and freezes.
