Trouble Opening Large Graphic File

HELP – I’m at my wits end. I was brought CD that has a 271MB tiff file on it. I believe it’s a photo of town – but not sure. I need to open this file and print it. But every program I use will not open it. Either it’s too large, too wide or “not enough storage is available to process this command. Unable to allocate memory” error (or versions of such). I have a 1Ghz computer, 15GB hard drive, 13GB free space & 192MB Ram.
