Trouble Restarting ME Properly

My WindowsME OS Computer doesn’t restart properly. It appears to be restarting, then hangs with a blank screen as though it shut down. I know it isn’t shut down because:

The LED lights are still on.
When I finally hard boot it, Scandisk starts.
Please help.
