Trying to FDISK

While trying to FDISK a hard drive a message came up that I was unfamiliar with:
“Could not change partitions, because the disk could not be locked.” The machine is running Windows ME, has only 1 primary partition with no extended partitions. Is there anything I should reconfigure before the FDISK procedure? Any help would be greatly appreciated.
