Trying to reformat c:

I am trying to wipe everything off my hard drive so I can start from scratch. At the prompt, I type in “format c: /s” and it returns with the message “c drive is currently in use by another process. Format aborted.”
What’s causing it and what do Ido? The system currently has Win 95.
