Trying to Upgrade to 2000

I have a Compaq Prosignia 165 that I am trying to upgrade to w2k. It currently has 98se installed and runs fine. I run the setup and the system processes everything. Gets though the incompatible report and finishes the coping files to hard drive to get ready for setup. At the end of that process it errors and says it can not read or write to the c: drive. Any suggestions? Thanks
