Trying to use PCA without static address

I am trying to use PC anywhere in order to access my desktop remotely. My ISP is Bellsouth and they change the IP every 12 hours. I am not an IT pro so I am seeking the easiest solution to the problem. I recently purchased 2 Nic cards a hub but, have not installed them yet. If anyone can tell me the simplest way to do this between my laptop and desktop, it would be appreciated.
