Unable to access certain CD’s

The OS is workstation 4.0 and the problem I’m having is that, my computer which is a compaq deskpro doesn’t seem to be able to access data or any other type of CD. The only type it seems to be able to access are the audio CD’s. Anytime I try anothertype it gives me the error message “function not recognized” or something like that. What could be the problem and how can I solve it.
