Unable to boot

I am running a dual boot with Win98 & Win2000. I attempted to download a Direct X updated from the Win 2000 updates site while I was using Win2000. In the middle of the DL my computer froze up and it woukldn’t respond to any keyboard commands. I shut it down from the power switch and now I cannot get past the screen that shows that Win2000 is loading (black screen thick white line fills up). I get a black screen with a curser when I try to start Win98. I cannot boot from my CD-Rom or my floppy drive and the light for my hard drive stays on.
