Unable to detect DVD-Rom

The hot-swappable DVD-Rom works fine in my NoteBook before. However after I tried to use a compatible hot-swappable CD-RW, the following error message was displayed on the hardware profile “This device is not working properly because window cannot load the drivers required for this device (code31)”.
I have checked that the DVD-Rom is compatible with Win2000. I have also uninstall the device/driver from the device manager but to no avail.
I was informed by the Notebook supplier that the windows is corrupted and asked me to re-install the windows. Please advise?
