Unable to install OEM Win98 on clean HDD

What am I overlooking? I have a HDD that had Win95 installed. I FDISK the drive and format it. When I attempt to install the OEM version of Win98 I get a setup error that states I need to use an “Upgrade” version of Win98 due to the fact that the current OS is Win95. Should’nt I be able to intall the OEM version of Win98 on a formatted drive even though there was a different OS installed previously? Note: before doing all of this I did virus scan the Win95 drive and all files before doing any thing at all and it was clean. Thanks for any help given.
