uowh.exe (Please help me….)

I don’t know what happened, but I can’t open any application in my Windows 98. When I double click an icon, it said it couldn’t find uowh.exe. I can open my browsesr though. I tried everything, but nothing helps. I even tried reinstalling my Windows98, but it still said couldn’t find uowh.exe. Please help me. Also, if you have uowh.exe in your system, please, can you send to me through email?
