USB device will not stay installed

I recently added an ACECAD Acecat-Flair to my system, Running win98, 4 USB ports, Logitech PCI ball mouse. The install proceedure is to load the CD run setup, then plug in the acecat and the install completes automatically. It works fine until I shut down, When I restart the device is no longer properly installed and will not work, unless I go through the install process again. I have to uninstall acecad before this, as it is still listed as installed. But the device has diappeared from the device manager list of installed devices. Does anyone know why this is happening? How can I install this device so it stays Installed?
