user auditing for a win98 sys

I am having some trouble with a couple of users abusing e-mail I want to be able to audit their system the same way windows NT does with the event viewer. Is this possible, and if so how do i set it up?
They are using win98 as an OS.
THey are allowed to use the e-mail on their breaks, so i need something that will tell me when the e-mail is accessed or when the app is used.
