user profiles in windows 98

i have 30 workstations and nt 4.0 server and i want to disable the floppy and cd-rom drives from the employees so they can’t put any of thier programs or games on the work stations (do not want to disable in cmos and have it passworded)also would the user profile do this function (i want the workstations to have all the same programs and if they delete something buy accident just have to reboot pc to come back to default??????
