Very excessive HD cycliing

When a student doubleclicks a desktop icon the computer CYCLES for anywhere from 1 to 3 minutes before a response occurs!!

The PC’s also rack up ungodly amounts of “temporary internet files” (ex. 1GB)

Taking ALL SUGGESTIONS???
