Video on the fritz

My video will not display above 16 colors at 640×480. I have the Radeon 64MB DDR and am running on Windows ME. I have been working on this since May, please help.

–Things I have tried:
Reinstalling drivers from CD
Getting updated drivers from web
Different Monitors
Updating AGP drivers
Updating BIOS
Making sure the card is seated properly
Make sure I have DirectX 8.0
